Rate of Pay:                             $60,000 - $70,000/annually, plus benefits

Location of Position:               The Village of Horseheads

Hours of Work:                        8:00am-4:00pm Monday thru Friday

                                                 (at least 1 meeting/month in the evening)

The Treasurer is an appointed full-time managerial position whose duties are performed withing the laws and statues of the State of New York and the laws and policies of the Village of Horseheads. Applicants must have skills in accounting, bookkeeping, payroll, computer and data entry, billing, receiving, and transmitting of funds. The Treasurer reports directly to the Manager. They also work with the Board of Trustees and serve as the liaison between the citizens and other Village officials.

Qualifications:

1. Possession of a Valid New York State Driver’s License
2. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant an Associate’s Degree in Accounting, Business Administration, or related field of study; or

Graduation from high school or possession of an equivalency diploma and five (5) years of experience in working in municipal government or business administration involving budgetary development, accounting maintenance, internal control, and staff management.

Typical Work Activities:

• Office Manager – this includes the supervision and delegation of duties to the Deputy Treasurer and other office staff.
• Chief Fiscal Officer to the Village: this includes custody of all Village funds, preparing the Village budget, maintenance of accounting ledgers, and filing of required financial reports to State and Federal agencies.
• Tax Collection – responsible for Village property and water preparation, monitoring, and collections.
• Payroll and Human Resources Supervisor – this includes filing of Federal, State, and New York State Retirement required reports, and other documents required by external parties.
• Other duties as assigned by the Village Manager

Full Performance Knowledge, Skills, Abilities, and Personal Characteristics:

• Strong background in accounting; government accounting preferred.
• Ability to work independently and complete necessary tasks under deadlines with minimal supervision.
• Attention to detail is critical. Must independently take initiative to resolve issues as they arise.
• Strong interpersonal skills in dealing with the public, officials, and other employees.

The Chamberlain’s Department is seeking to fill a Senior Account Clerk position.  This full-time provisional position is a clerical position involving responsibility for independently performing more difficult and varied account keeping, reviewing and related tasks.  Additional duties include: receive payments based on invoices sent, record journal entries to post to the ledger from a variety of original entry media, prepare reports of information taken from journal or ledger, and additional duties as assigned. A high level of confidentiality is required. This position is a Labor Grade 8. This is a provisional position.  In order for this position to become permanent, the individual will be required to take and pass a civil service exam and place in the top 3.   If hired there will be a probationary period of not less than 8 weeks up to 52 weeks.
